Queensland Health Centre for Leadership Excellence
Building Leadership Capability Through Action Learning
The challenge
The Centre for Leadership Excellence at Queensland Health wanted to support both new and experienced senior and executive leaders to succeed in an increasingly complex healthcare environment.
Leaders were navigating situations that required collaboration, critical thinking and reflection rather than quick solutions. The Centre for Leadership Excellence was looking for a practical way to strengthen leaders' ability to facilitate meaningful conversations, draw on the diverse experience within their teams, and support effective problem-solving.
Action Learning Facilitator Training was identified as an approach that could help leaders develop these skills while creating a culture of continuous development and shared learning.
What we did
Building Action Learning Capability Across Queensland Health
-

Delivering Practical Action Learning Training
Since 2025, The People and Culture Company has partnered with Queensland Health to design and deliver a series of in-house Action Learning Facilitator Training (ALFT) programs in a fully online environment.
What began as a single cohort has grown into an ongoing partnership, with four cohorts delivered across the system.
-

Learning Through Real Challenges
The program was designed to be highly practical, giving participants the opportunity to learn by doing. Leaders explored Action Learning principles while working with real workplace issues, practising facilitation skills, and learning alongside their peers.
-

Resources That Support Ongoing Practice
To reinforce learning between sessions, participants received practical tools and resources, including facilitator guides, videos, follow-up materials and interactive reflection journals.
These tools supported continued skill development and helped participants apply Action Learning approaches within their teams and workplaces.
The results
Building Leadership Capability and a Culture of Learning
-
Stronger Leadership Practice
Leaders increased their confidence and capability to facilitate Action Learning, applying their learning immediately to support more effective conversations, collaboration and decision-making within their teams.
-
Building a learning culture
The program has created valuable peer learning networks and increased the Centre for Leadership Excellence's internal capacity to support leadership development and collaborative problem-solving.
-
A community of leaders
By investing in Action Learning, Queensland Health is building a community of leaders who are equipped to navigate complexity, support their teams and drive continuous improvement through action and reflection.
